|Exempting safety and replacement of old bolts is a good compromise in the meantime.
On the whole there isn't much down side to having a popular climbing area. It's a lot crime community, a pretty safe sport; most of the SAR in Leavenworth is Enchantments, not the 250+ routes all up and down the canyon. Tourism is good for the local economy.
People love to complain about overcrowded trails here, every climber on some cliff with no peak and no lake is someone who isn't crowding your trail.
