Maybe because of the virus so many are out of work? The protesters were getting hot under the collar and needed to cool off?

Drove through the area westbound around noon. Traffic came to a stop and go stand still because of : Two accidents without authorities present, conga line of all ages on both sides of Hwy headed there including 2 strollers being pushed. Easily 150 + folks just on the rock and easily over 100 cars parked in every conceivable pattern on roadside. All of this in spite of giant roadside flashing signs a ways back that say “NO PARKING NEXT 2 MILES”.

It seems like this would be a good story for the local TV news to cover.
The locale doesn't need more parking, it needs protection, and more tow trucks.

Some people feel the same way about downtown Seattle and sometimes people even stand in the freeway, blocking those who actually work for a living.

one time 15 years ago at Eagle Falls some scuba divers were exploring the area and told me there are tubes and caves/under cuts in the rocks and river floor. This makes sense as to how some kayaker have gotten into trouble over the falls.
There are so many dangers here. It's scary.

....sigh.... how I long for the days when the only consequence of crowds of fun-loving youngsters was damage to freshly mown green grass.

Not at all. Not even close. This has nothing to do with the age of the participants. In fact, the only reported ages are for "a 56-year-old man" and a "6-year-old girl" (according to the Everett Herald).
If I had to condense it into one sentence:
Increased popularity of Highway 2 waterfall causing multiple traffic delays that last for hours, as well as several injuries and rescues.

Yes, now the horrific consequences to the general public is that their travel to and other recreational sites along US2 will be slightly inconvenienced by having to more slowly than 10 over.
The Snohomish County Sheriff and the WSP are apparently too busy cracking heads of BLM protesters to take the time to ticket and tow these parking scofflaws.

I did contact the USFS a couple months ago before it go out of control. They said its a WSDOT, WSP, or county sheriff issue. People aren't going to obey a reiter board saying not to park. I also heard that the railroad special agent will remove people from trespassing on the railroad tracks. My guess is that they will put up cement barriers not that it will do much good as they will park right along the highway. Today there will be lots of people there. IMO
