I haven't checked that reg, but a friend told me years ago to think about where you buy your annual pass, because they get a big chunk. Maybe it's that 80%. So maybe if you like an agency, buy it online? If you like a particular national park, buy it there, etc. I'm just lazy and buy it at the first station I come to when my previous pass has expired, since I rarely need a day pass in places I visit.
