Per this trip report, FS road 11 is washed out 2-3 miles before the Baker River TH, near Shannon Creek campground. See pics below from the trip reporter.
Not new information but nearby is another bike and hike option to Dock Butte. I rode and pushed my bike the 6 miles to the trailhead yesterday. The descent was quick.
The closed road up to Dock Butte and Blue Lake is also a nice ungroomed cross country ski option during the winter. It doesn't have nearly as much snowmobile traffic as Park Butte and it has some gorgeous views of Baker from the road. I went up there last December and while it was a bit of a slog up, the couple snowmobile tracks there were made for a very quick descent.
