Based on the permit availability numbers can you determine to how many people will be at a location? I'm probably being naïve since I normally avoid popular spots, but other than no shows, are there really 89 people and 27 groups booked for example here? So there's like a few hundred people?

Sand Point has a quota of 100, so yes, 90 people have reservations for that night. Non-quota areas default to 100 (99+) in rec.gov, so you can do the math to determine how many people have booked permits already. Some high use areas (Shi Shi, Second Beach, Enchanted Valley) routinely exceed 100 visitors per night, so those quotas have been adjusted to 1000 (also 99+) in rec.gov. For a smaller quota'd area check out the Ozette river sites or Yellow banks.
