I think what I would try while this is still fresh is to start a GoFundMe campaign to raise $50,000-100,000 for the purpose of a reward in catching the perpetuator. Get out a lot of advertising in Leavenworth.

Law enforcement would announce a reward if deemed necessary, no?

Why has no description of the driver been released? It seems that could help narrow down the vehicle.

Rewards generate a lot of false leads and tips which can hinder an investigation. I am not saying family members shouldn't do whatever they feel necessary but there is a reason law enforcement isn't offering up money for tips on every homicide they come across.

I would imagine its nearly impossible to get a view of someone well enough for any description while driving down the road and esp. while trying to keep your family safe while being harrassed. Same with type of car. Not everyone knows car make and model esp. if it's a frenzied glance.
I can't even tell you the make and model of my neighbor's car, and her parking spot is right next to mine and I'm never frenzied when I look at it.

Nonetheless, the police report says
The suspect vehicle was described by witnesses as a dark colored Subaru SUV with a roof mounted cargo basket on top.
Witnesses in plural; a Subaru, not a generic SUV

Law enforcement "is not offering up, etc...." because law enforcement does not have the budget to do that.

There is more than one reason they don’t often offer rewards. I’m not here to argue, just putting it out there that rewards often cause lots of false tips.

Law enforcement typically doesn't fund rewards. This usually comes from organizations like Crimestoppers.
