I don't know the answer, so I am probably just as frustrated as you are. I just tend to do what seems to work the best. I have 4 Goretex jackets, 1 OR and 3 Arc'treyx that I got on sale but still paid a handsome price for. They will all sooner or later start to wet-out on the shoulders if I don't keep applying DWR. If water beads up on the surface and runs off it must mean it is from the surface treatment. But, that is good enough for me. There must be something about Goretex that takes surface treatment better than other fabrics.
