I'd assume a truck with mechanical problems would stop on the off ramp (like in North Bend) vs drive into a very busy parking lot made of ice and potholes.

Well, the fact that there is a vehicle parked next to it with "TA TRUCK SERVICE" written on it, and a guy underneath the big rig looking at the axle, suggests a mechanical problem to me. But, I'm not like a detective or anything...

Maybe he was sleepy and decided to park there. That explains why the truck is parked for easy exit. Then, when he went to start the truck, it didn't.

Interchanges are no parking zones but they ignore the signs
