This is the point you seem to be making throughout and is a good question. Unfortunately the answer is political and we avoid that around here. I'm not sure what you do for a living but I'm going to guess it doesn't involve federal and state bureaucracies that move at a geologic pace. As for the comment about Sequim and only second homes, that's not very accurate. Yes they exist here but most (obviously not all) people live here year-round.
OFCO or whatever CG is calling her group these days made certain the Dosewallips will forever be left without any upstream access. They have some new blood as well that seem just as determined. Sadly this means the majority of the next generation will only ever experience the area and/or "camping" from gigantic, sprawling campgrounds full of cabins and RVs. Somewhere like Elkhorn at least provided a modicum of backcountry exposure. I know, I know; take them on foot is the answer. But as Rumi has so eloquently stated time and again, not everyone (remember, everyone pays for the Park) is capable of that and prefers different options. The NPS seems to be abandoning that for ONP and those of us who have witnessed the last 40+ years of management are rightly suspicious they will drag their feet until it's too late.

Re ONP vs Pasaytens.
Anybody who has traveled the Olympic backcountry knows that it is every bit as much wild as the Pasayten. And then - there is Winthrop - the day lodge on steroids.
Judge folks who prefer that it you must, but one way or the other, those places are going to exist. For those who prefer undeveloped wilderness, they are sacrifice zones. And they are easily avoided if that is your choice.

Olympic National Park anticipates opening the Hurricane Ridge area this summer
PORT ANGELES, Wash. -- Olympic National Park hopes to re-open the Hurricane Ridge area to visitors this summer, but significant work remains to be done, according to park officials.
The area was closed after a May 7th fire destroyed the 71-year-old Hurricane Ridge Day Lodge, leaving behind potentially hazardous debris and a lack of water, electricity, and restrooms in the area. The cause of the fire is still under investigation.
“We are working as fast as we can to get Hurricane Ridge open safely for visitors,” said Park Superintendent Sula Jacobs. “Investigators are at the site looking into the cause of the fire. We’re also figuring out how to provide restrooms, how to manage parking, and how to eventually remove the lodge debris.”
The park is working with Clallam Transit, the public transportation provider for Clallam County, on a plan to continue offering bus shuttle service once the area is safe to re-open.
“We want visitors to return to Hurricane Ridge, but we expect things to look different this summer. There will likely be limits on the number of vehicles that can visit the ridge each day. There will also be some days when the road is fully closed due to debris removal. We ask that visitors keep an eye on our website for any alerts,” Jacobs said.
While the mountainous Hurricane Ridge is a popular visitor destination with more than 300,000 visitors in a typical year, the 922,000-acre national park has many other accessible areas, including the Pacific Coast, the lush forests of the Elwha and Sol Duc valleys, glacial lakes and more than 600 miles of hiking trails.

That seems like weak reasoning to limit vehicle access. Does everyone who drives up use the crapper there?
Good that the restriction doesn't apply to those going to Obstruction Point - although it sounds like that only applies to wilderness permit holders.

Well they close it after N cars because that's how much room for potty they have, but they keep letting cyclists in. Cyclists use the potty too, it's hard to believe but it's god's honest truth.
