Ok, so I'm an idiot. I'm trying to resize a pic for a new avatar but having problems...... I did this correctly once before but now my brain does not want to work correctly.
Using Photoshop I can't get the file size below 16kb and the pixel size within the limits and still beable to make out the avatar. I'm wracking my brain here. Can someone help me out, or better yet can I send someone my pic and could they resize for me.....please???????

Do this:
Take the maximum avatar size in pixels, 125 x 150, and divide that by your current picture size. That will give you the amount you need to reduce the picture by when you want to stretch/skew.
Example: You've got a pic that measures 480 x 640 pixels. Divide 125 x 150 by that and you get .26 x .23 . In percents thats 26% x 23%
I don't know about Photoshop, but in ordinary MS Paint you hit on Image, then select Stretch/Skew, and from there, stretch your horizontal and vertical by 26% and 23% respectively. Save your new pic and away you go.

Oh, yeah I forgot: save your avatar under a different filename, that way you wont be reduced to tears when you find out you reduced your 5Mb poster-quality shot to a handful of kilobytes that will never enlarge again.

So I tried the percentage business for the size but am still way over 16KB

It's a quirk of Photoshop. You MUST "Save for Web" to get it down to the proper size

tried that just now, Picture doesn't seem to like that.

You get to gif through export, not save.
This first result is bad
