A search works wonders! Tom says it best.
For a quick/easy/free alternative method, do a Google search for Irfanview, download it and resize away.
A fuxk, why do I not give one?

In Photoshop LE, to resize a 4MP G3 picture to avatar size...
1) Image, Image Size, 125 (max width, or 150 max height), OK
2) Filter, Sharpen, Unsharp Mask, 150, 0.3, 2, OK
3) File, Save As, DifferentName.jpg, OK, then select jpeg quality between 3-6
