It looks like the fees are being withdrawn in at least one place (hopefully not to be replaced by a national pass). Here is another paper's article. This land is your land, this land is my land...if you can afford it.

My cynical side thinks this sounds a little like letting the fox guard the henhouse. This group was protesting the fee that the FS collected for ORV/ATV/4WD use of the backcountry "road" to Telluride. Apparently there had been so much damage to the alpine country locals actually asked the FS to implement a fee to moniter/mitigate more damage. Hopefully the volunteers will keep up their end and help prevent ATV damage. Even though I think Congress SHOULD better fund trails/outdoor recreation in nat. parks and forests rather than asking us to buy a pass(and I have tried to be a pest to my congresspeople/reps for years about this) I would rather pay my $40 than turn over the keys to a group of off roaders.
