I think you are right that there was another tower after the one built in '24.
Not just the stairs. The creosote could have been from long ago. But that other pressure treat lumber screams for a later date. I'd look hard at the galvanized hardware. Seems not common for earlier date.
Neat to see a site the FS didn't burn.
