The issue with heat pumps is if the source they draw from gets cold enough they can't get heat the space. So most places that can get close to 0 degrees F install a backup heating source for those times when it gets really cold.
Yeah, the reason you need a furnace is the heat pump loses efficiency as it gets close to freezing. Mine is programmed to switch to furnace somewhere in the mid 30s. Since the furnace is going to be the exception and not the norm they will tell you to just go with an inexpensive furnace option as opposed to pricey high efficiency furnace. The furnace isn't going to really add that much cost.
