Rampart Ridge and Rampart Lakes
What time of year on average is the snow gone or there is very little snow on the hike to rampart lakes? I am planning my hikes for this year. I understand it I go right as the snow has melted then the chance for bugs is less.
If the goal is no bugs, go after labor day. The fall colors of the meadows are nice.
Maximum wild flowers also equals maximum bugs. Avalanche lilies and several other varieties of mountain wild flowers emerge quickly after snow melt, while soil moisture is available and there are long periods of daylight.
Right after the snow melt is generally maximum bug density not minimum. Freshly melted snow = lots of puddles of water for bugs to lay eggs which hatch quickly. If avoiding bugs is your goal wait till fall, long after the snow is gone and the ground is dry.

That is my experience as well. The mosquitoes will start hatching in puddles on top of the snow.
You don't have to wait until Fall though. Mosquito populations collapse some time in early to mid-August.
