As Dean said, Franklin COHP is private property, it is someone's farm so definitely no camping.
You could camp at Juniper Dunes if you wanted. You would have to use the Peterson Road approach as the Joy Road approach is for day use only. You would, however, have to pack in all of your water. And it would be insufferably hot in my opinion during the traditional backpacking season. But it would be OK at this time of year. Given the modest size of the area and the lack of water, I think dayhiking might be the best option.
