Saw this as I departed Rachel Lake TH on Tuesday.
Got me wondering who would want to picnic whispering distance from an outhouse? Which lead me to ponder who would choose that location to place a table?
A beaver fever support group?
Just seems a bit odd.

After a federal court ruling, a trailhead has to include a bathroom, picnic table and garbage (where is the garbage can?) in order to charge a parking fee. Maybe this was the only place they could cram a picnic table into in order to follow the letter of the law. Lovely.

maybe it was intended to be used as a diaper-changing table but they couldn't figure out how to fit it through the door.

In the middle of August they often are saunas.. just not very pleasant ones to be in...

the flies...shorter travel time between food sources.

If the lawyers have such a twisted sense of humor, compliance with the law could participate. There's nothing that says the picnic table can't be on the outhouse roof.
Seems to me that these industrial frefab conrete deluxe red-carpet sh1tters are often a much heavier impact than the old wooden lidded box back in the trees. They're not going to dissolve into nothing when our civilzation collapses.
Once, beginning a trip at 7 AM at the Owl Creek Campground, I did have need of such an amenity. It had a men's and a women's side. I used the women's side, 'cause they're always cleaner -- sh1t, who'd gonna know at 7 AM? -- but sure enough, there came a knock on the door, and I had to sheepishly admit that the installation was occupied by the inappropriate gender -- and the supplicant at the door turned out to be my colleague, the teacher who taught in the classroom right next to mine.

Hmmm.... A table with a view? Indoor and outdoor seating? "Would you prefer the dining room or the deck?"
Truth is, I kinda prefer the simple box-hoppers in the woods, myself. Except when it's pouring down rain and one is sans poncho. That can be pretty miserable.

There's a similar situation at the TH for Skyline Divide (road 37). Been there for a long time. Haven't been there myself for a while, maybe the table's been moved. Likely not.

As of last year, the picnic table in the Skyline Divide TH parking lot was still right next to the outhouse. Seems to me that there are ample options around there to have located it elsewhere. The recently renovated TH for Dock Butte has the same arrangement.

So Rachel Lake and the above two THs all have the same situation. All are in the MBSNF.
How about finding out who is in charge of toilet and picnic table design, installation and placement for this NF and sending a polite letter with photos of these charming situations, and explaining the negative aspects of such placements.
I know, it seems obvious to hikers, but it's possible that the people who put these toilets and tables there would not be aware of the odoriferous consequences that would soon occur.
