Looks like East Face of Cutthroat Peak on Washington Pass. Is that Chelan County? Maybe, IDK The ice on the route looks pretty fat. No idea why they were repelling when you can walk off the summit. Maybe it's a different mountain than I.m thinking.

I read some of the TR, beta for the climb and it seems that practice in recent years is to rap the route vs summitting and walking off. More convenient for sure but not as safe, both descents take you directly to the car (but not to your skis, shoes).
