I'd like suggestions for where to park an extra car on our way to Neah Bay for a Shi Shi Beach backpack trip. We don't want to incur the substantial extra fees for the additional Makah recreation pass and extra $10/day parking fee near the trailhead. There seem to be less safe places to leave a car.

If you leave the "extra car" in the garage at home , no extra fees will be required, even for the ferry.
Last summer , we did a multi-day bike ride on the Olympic Discovery Trail from Port Angeles to Rialto Beach and back. We made arrangements with the Red Lion Hotel in Port Angeles to park our car in their lot. It worked well, we stayed 1 night in the hotel, so they didn't charge us for parking. YMMV.

Makah Public Transit has two park-n-ride parking lots. One is at the Makah Tribal Center. map link
Makah Tribal Center is on Cape Flattery Road 1-1/2 miles west of Neah Bay, just past the intersection of Hobuck Road which continues about 2-1/2 miles south to the Shi Shi Beach trailhead and parking area.
The park-n-ride bus stop and parking lot is on the right side of the entrance road (Makah Bay Drive) into the Makah Tribal Center complex. The Tribal Center HQ building is 1 block to the left on Resort Road (and is one of the places you may purchase a $20 recreational permit for trailhead parking and hiking).

So is the reservation open?..all of neah bay and the cape trail were closed...
Is neah bay opening?
Maybe your talking further south...

Yes, the Makah Reservation re-opened to the public on March 15, 2022. Cape Flattery and Shi Shi Beach/Point of Arches are now available for hiking! We're heading there on Tuesday for several nights for low tides. Just purchased our overnight Wilderness permit through Reservation.gov.
